The most vulnerable in society easily become pawns, making children the perfect target, along with the added bonus of having an innate ability to garner immediate empathy on demand.
The empathetic claim "it's all about the children" is often a rouse, and are words for immediate skepticism. In reality, these people are no better than that person who holds a baby in front of them as a human shield, in fact they are worse. The one holding the child is not hiding who and what they are.
